The Local Committee for Digitalization at the Teachers’ Higher College Mostaganem held its first meeting on Monday, February 23, 2026. This committee was created in accordance with Ministerial Decree No. 191 to lead the digital transformation process in Higher Education institutions. The discussion focused on the need to prepare a local digital plan, in addition to examining ways to implement Ministerial Decision No. 138, which requires universities to adopt free and open-source software in order to establish digital sovereignty and technological independence. The committee intends to work on implementing these guidelines according to a roadmap in the coming months.
